The development of three SEAMEO Center for QITEP in Science, Mathematics, and Language has been taking place since 2007 with the following steps.
SEAMEO HOM 30th on November 22, 2007.
During the 30th Southeast Asian Ministers of Education Organization (SEAMEO) High Officials Meeting (HOM) in Bangkok, Thailand on 20-21 November 2007, the proposal of the Government of Indonesia on the establishment of SEAMEO Center for QITEP in Science, Mathematics, and Language was approved. The 30th SEAMEO-HOM also suggested to the Government of Indonesia to conduct feasibility study, to determine and document project's viability, for a basis for endorsing the agreed proposal to 43rd SEAMEO Council Conference in Kuala Lumpur on 13-15 March 2008 for further assessment.

Agreed with the establishment of the three SEAMEO Centres with some considerations: to avoid programme duplication and the commitment of the Government of the Republic of Indonesia (GOI) on the financial sustainability.
Workshop on the strengthening educational quality in Southeast Asia through Networking in Yogyakarta on August 2008.
The SEAMEO member countries in the workshop shared some possibilities to have educational collaboration to improve the competence of teachers and education personnel. One of the activities was sharing programs between the SEAMEO existing centers and the three SEAMEO new centers; the purpose is to avoid programs duplication. This task was implemented by giving out questionnaire to Member Countries and the follow up was carried out by the SEAMEO Secretariat from September to November 2008.
Ad-Referendum by SEAMEO Secretariat.
The result of the Ad-Referendum from October to November 2008 can be summarized as follows:
- Most of the respondents agreed with and supported the establishment of the three SEAMEO Center for QITEP in Science, Mathematics and Language
- Respondents agreed with the three new SEAMEO Centers’ activities
- Respondents agreed with the draft of the new Centers’ programmes
- Respondents agreed with the organizational structure proposed by the Centers
- Some additional inputs and comments are regarded positive and complement to the agreement of the establishment of the three new SEAMEO Centers.

The responses from In-Camera Session are summarized as follows:
- Seven countries (Malaysia, Myanmar, Vietnam, Timor Leste, Laos, Cambodia, and Indonesia) fully support the establishment of the three SEAMEO Centers;
- Thailand expressed concern on the sustainability of the proposed Centres. In addition, Thailand suggested to add more information on the feasibility study. It was emphasized that the proposal must be demand-driver and the Centres should be established one at a time.
- Singapore agreed with Thailand’s view that the proposed Centres should serve the region as a whole.
- Indonesia responded that they have already prepared facilities for the new Centres and some preparatory work is on progress. In addition, Indonesia expressed their strong commitment and ensured the sustainability of Centres including the financial viability.
44th SEAMEO Council Conference on 5 to 9 April 2009 in Phuket, Thailand.
SEAMEO Regional Centre for QITEP in Science is one of the Centres under SEAMEO (Southeast Asian Ministers of Education Organisation), an organisation of Education Ministers Forum in Southeast Asia. Having approved as newly regional Centres during the 44th SEAMEO Council Conference on 5 to 9 April 2009 in Phuket, Thailand.
Launching of SEAMEO QITEP on 13th July 2009.
The Centres was launched by the president of the SEAMEO Council H.E Mr. Jurin Lhaksanawisit, Minister of Education of Royal Thai on 13th July 2009. Teleconference with participants on conducted during launching. It’s mean that all member country had recognized the existing centre through their attending in the first training. |
