In today’s era of globalization we find there is competition within every aspect of life, including the improvement of knowledge and technology, especially with information technology.
This has led to a need for providing quality education and being innovative in content and delivery to stay competitive.
The priority should focus on the quality of the education the students receive in order to compete with developed countries. To achieve this education and competency of the teachers and education personnel needs to be improved to align with the professional level across the globe.
The competition strategy set up with the developed countries is to strengthen the cooperation of science teacher and education personnel amongst ASEAN (Association of South East Asian Nations) countries. This should be conducted by sharing experience and skill to establish the best (competitive) science quality in ASEAN itself. This aligns with, ” ASEAN as a concert of Southeast Asian nations, outward looking, living in peace, stability and prosperity, bonded together in cooperation in dynamic development and in a community of caring societies.”
In order to improve the quality of science teachers and supporting education personnel in South East Asia, it is important to strengthen the existing science organisation and cooperate with other science training organization in South East Asia.
The government of Indonesia has a strong commitment to improving the quality of science education in South East Asia by empowering the ’in-service training’ organisations. This includes increasing the capacity of Centre for Development and Empowerment of Teachers and Education Personnel in Science Bandung to prepare quality programs to enhance the ability of science teachers and supporting education personnel in order to improve science teaching in South East Asia. The final objective is that the programs produced will be able to be used by other countries in South East Asia though experience, skill, and cooperation sharing.
Actually the institution have Positive assets, having duty and function of increasing, develops, and empowered teachers and supporting education personnel which had been established since the year 1952 in Indonesia, with various experiences in increasing quality of teachers and supporting education personnel and collaborate with institution of education internationally supported by sufficient facility and human resources.
Based on the idea and veracity, republic of Indonesia government propose to proposed the PPPPTK IPA category which is located in Diponegoro street No. 12 Bandung, west java becoming a host of SEAMEO Regional Centre by the name of Quality Improvement of Teachers and Education Personnel (QITEP) in Science. The Institute of this apparently can be purposed together by nations in South-East Asia to develop, empowered teachers and supporting education personnel with togetherness principle, sharing experience, expertise, and cooperation.
The necessity and the new change of education has demanded QITEP in Science to formulate its strategic plan that needs to be revised to be in accordance with the strategic plan of ASEAN which refers to the Plan of SEAMEO. Hence the program should be in line with the objectives in the strategic plan.
The strategic planning is a strategic formulation that is difficult to achieve without exact destination and plan. Therefore, QITEP in Science should adjust its vision, mission, and values with those of the ASEAN’s; conducts the internal and external observation, Internal and External Factor Analysis Conclusions, Analysis of SWOT (Strength, Weakness, Opportunity, Threaths), Analysis of Strategic Alternative Choice, Success Key Factor, also goal and target determination. Then, the policy is established to reach the goal and target in terms of programs and activities. Long term program is designed until 2025, and then elaborated into some phases; Duration and quantity of targets can be reached in the middle and short terms. The design of annual program of 2009 is appropriate with the available strength and the demand of the main priority needs. By matching the QITEP Strategic Plan, hopefully it will be able to survive in the competition and fulfill the quality demand of science teachers and personnel effectively to gain better performance. |
