SEAMEO QITEP IN SCIENCE
Preface
SEAMEO Regional Centre for QITEP in Science is happy to present the first annual report for fiscal year 2009. This annual report 2009 content programmes and activities organised by the centre which focused on Science teacher’s quality enhancement for Earth and Space Science, Environmental Education, Research and Development, ICT-based science learning, Laboratory Management, Science Classroom Supervision.
To conclude, this annual report would not have been realised if not for the stakeholders and other parties that have supported the centre along the way in preparinf and executing all activities. Therefore, the centre expresses its gratitude to them and hopes to be able to give better services to SEAMEO member states in the coming years.

Vision: A Centre of professional excellence in the area of science for teachers and education personnel within the framework of sustainable development.
Mission: To provide relevant and quality programmes of professional excellence for science teachers and education personnel through capacity building activities, resource sharing, research and development, and networking.
Goals:
1. To cater for the needs of the improvement of quality of teachers and education personnel in the region;
2. To establish extensive networks for the purpose of resource sharing, information exchange, research and development among SEAMEO Member Countries.
Executive Summary
SEAMEO QITEP in science has launched on 13 July 2009, the centre focuses on the Quality improvement of Science Teachers in Southeast Asia, particularly in Earth and Space Science, Environmental Education, Science Laboratory Management, Classroom Supervision, Research and Development, ICT-base science Learning. The Centre goals to enhance the quality of education personnel in the region.
In fiscal year 2009, the centre has conducted several activities which can be grouped into five different Key result Areas (KRA). KRA 1 are Training, workshops on teaching and training materials. KRA 2 are workshop on Technical working committee. KRA 3 is the explanation on the centre’s funding source, followed by the centre’s activities in promoting its programmes in KRA 4. In the last KRA, the programmes to establish networking are illustrated.
PREAMBLE
SEAMEO Regional Centre for QITEP in Science is one of the Centres under SEAMEO (Southeast Asian Ministers of Education Organisation), an organisation of Education Ministers Forum in Southeast Asia. Having approved as newly regional Centres during the 44th SEAMEO Council Conference on 5 to 9 April 2009 in Phuket, Thailand. The Centres was launched by the president of the SEAMEO Council H.E Mr. Jurin Lhaksanawisit, Minister of Education of Royal Thai on 13th July 2009. Teleconference with participants on conducted during launching. It’s mean that all member country had recognized the existing centre through their attending in the first training.
SEAMEO Regional Centre for QITEP in Science officialy started its activities, and continuously have been planned to deliver their commitment for improvement of Teachers and the Education personnel in the fiscal year 2009.
The Centre is located in the campus of PPPPTK IPA (Centre for Development and Empowerment of Science Teachers and Education Personnel) in Bandung, Indonesia.
Programme enhancement of quality and relevance
Within the year of 2009, the Centre has conducted a number of trainings for elementary and secondary science teachers in the region.
1. Workshop on Training Program Development
The training program development workshop namely trainings on Earth and Space Science, training on Environmental Education, training on Research and Development, training on ICT-based science learning, training on Laboratory Management, Training on Science Classroom Supervision
2. Training Courses
SEAMEO QITEP in Science has held six trainings as follow:
Training Course on Earth and Space Science, with the Theme: Sun-Planetary interactions.
The training was held on 13th July to 22nd July 2009 and attended by 27 participants from Cambodia, Indonesia, Lao, Malaysia, Philippines, Thailand and Myanmar. The participants of this training created their own models of hands on in earth and space science tool based on their countries situation.
Training Course on Environmental Education, with the Theme: “Climate Change Education Role for Climate Adaptation and Mitigation.
The training was carried out on 6th to 18th August 2009. The 30 participants of this training came from Cambodia, Indonesia, Malaysia, Lao and Thailand, In this training courses participant were expected to develop teaching instruction which was included science education for sustainable development issue in teaching material.
Training Course on Research and Development, with the Theme: Research in science learning.
The training was carried out on 15th to 26th November 2009. The 30 participants of this training came from Philippines, Cambodia, Indonesia, Lao and Thailand, In this training courses participant were expected to practice classroom action research and observe classroom dynamics.
Training Course on ICT-based science learning, with the Theme: Computer Assisted Instruction in Science Learning.
The training was conducted on 15th to 26th November 2009. The 30 participants come from Indonesia, Thailand, Cambodia, Lao, and Philippines using. The participant have satisfied using computer tool to create interactive learning instructions.
Training Course on Laboratory Management, with Theme: Science laboratory management to improve the quality of Science teaching and learning in secondary education;
The training was conducted on 15th to 26th November 2009. The 28 participants from Thailand, Cambodia, Lao, Philippines and Indonesia were enjoyed the atmosphere of different type of science laboratory, manually and virtually.
Training Course on Science Classroom Supervision, with the Theme: Effective school leadership for 21th century.
The training was conducted on 15th to 26th November 2009. The 30 participants come from Cambodia, Lao, Thailand, Indonesia and Philippines. Most participants with the Head teacher background have involved in networking and sharing the idea of school based science education quality improvement.
Workshop on Development Instruments for Training Needs Assessment
To be able to respond to the exact demands of professional development for teachers and educational personnel, SEAMEO QITEP in Science has developed TNA instrument on September to October 2009. The instrument developers were Policy maker, lecturer as well as practitioner on science education. The result of the workshop was a set of instrument TNA. The activity on data and information gathering of TNA will be implemented in SEAMEO Member Countries on 2010.
Workshops on developing training course materials.
SEAMEO QITEP in Science conducted Workshops on the developing Curriculum Design and Materials Development for six trainings, namely earth and space science, environmental education, ICT-based science learning, research and development, science classroom supervision, Laboratory management. Some experts in related fields were invited to develop curriculum and learning materials. The output of the workshops were lists of need analysis, curriculum designs, and learning materials.
Quality and Efficieny Management
The development of the Legal documents
The centre legal document namely Memorandum of Agreement (MOA), Enabling Instrument (EI), and Term of Reference (TOR) has endorsed at 32nd HOM on 22 – 25 November 2009 and signed at 45th SEAMEC Conference on 26-29 January 2010 in Cebu Philippines. The documents got input and suggestions from participants of some workshops conducted by QITEP in Mathematics, in Science, and in Language in collaboration with SEAMEO Secretariat. The workshops were Technical Working Committee (TWC 1) Workshop, 27 – 28 April 2009 at Century Hotel, Jakarta; Small Technical Working Committee Workshop, 9 – 10 Juni 2009 at Santika Hotel, Bogor, and The 2nd Technical Working Committee Workshop, 9 – 11 September 2009 at The Sunan Hotel, Solo. The documents were revised based on suggestions from the participants of the workshops and SEAMEO Secretariat. On October 2009, the documents were examined by SEAMEO lawyers and get legal advisor comments on the Draft from the Lawyer. The Secretary general of MONE via letter No. Ref. 78950/A/A2/LN/2009 has agreed with the SEAMEO Lawyer.
Staff Capacity Building
In order to enhance staff’s capacity, the Centre in collaboration with some institutions conducts In-house Trainings (IHTs). QITEP in Science conducted IHTs on Management, Programme Development, and Training Need Assessment. IHT on English was carried out as well. The IHTs took place on October 2009.
Ensured Financial Viability
All activities of the centre for fiscal year 2009 were fully funded by the government of Indonesia.
Increased Access to Market Programmes
To promote centre programmes and activities, SEAMEO QITEP in Scoience applied various strategies, as follows:
Displays.
The Centre displayed its products (materials and programmes) on events, such as workshop, conferences, etc. Organized by SEAMEO or ather organisations.
Printed materials
The centre publish leaflets, teaching materials, anual report, etc.
Strengthened and Increased Linkages with National, Regional, and International Institutions
Collaboration
SEAMEO QITEP in Science did collaboration with LAPAN, Indonesia University of Education, State University of Jakarta, University of Mataram, and ITB to deliver topic on training courses and Its Focus. As a part of course programme, participants implemented their teaching instructions at two Secondary Schools namely SMAN 1 Bandung, SMAN5 Bandung and SMAN3 Bandung. |
